Places to which emigration is permitted may be divided

into 3 classes British, Dutch and French Possessions. The

present position is as follows:-

British Possessions:

Ocean Island (Nauru): assisted emigration approved by

Secretary of State's telegram of 24th June, 1922.

Samoa: assisted emigration approved by Secretary of

State's telegram of 6th April, 1920.

Christmas Island: this island is under the administrat-

ion of the Straits Settlements Government. A few batches of

men have been allowed by the Secretary for Chinese Affairs

to proceed from here with the approval of the Protector of

Chinese, Singapore.

British North Borneo: assisted emigration approved by

Governor of Hong Kong 21st September, 1916, after the promulgation of the new Labour Ordinance and Contract by the

British North Borneo Government on 28th August, 1916.

New Caledonia and Hew Hebrides: emigration not yet

approved by Secretary of State in his Confidential despatch of 5th April, 1927, pending report of a commission which is

Saravak: Permission for emigration to Sarawak coal mines refused by Secretary of State in his Confidential despatch of 15th June, 1927, although previously (e.g. 4th June, 1925)

one or two small batches of coolies had been allowed to proceed from here. migration to the iri Cil fields has been permitted since 10th March, 1919.

Dutch Possessions:

Banka and Billiton: assisted emigration approved by

Secretary of State in his Confidential despatch of 1st May,

1914.

Balikpapan: assisted emigration approved by Secretary

of State in his telegram of 9th September, 1914.
